To assist the Director of Student Support services in: The development, supervision, coordination and evaluation of all Special Education programs; Interpreting the philosophy and practices of the Special Education Department to administrators, staff, and the community-at-large; Establishing procedures for screening, placement, evaluation, and assignment. Promoting and implementing any new regulations pertaining to Special Education; Determining the need for new programs and services; Evaluating existing programs as to their effectiveness to recommend changes wherever deemed necessary; Supervising and evaluating personnel within the Special Education Department; Aiding the Director of Student Support and Coordinator of Special Education in the selection of new personnel and their assignments; Initiating and developing in service training programs for all staff members; Holding staff meetings on a regular basis; Cooperating fully with public and private agencies, support services, physicians, parents, etc. in securing and providing services; Performing such other tasks as assigned by the Director of Student Support services or the Coordinator of Special Education.
•Exercise authority to commit resources of the district in the interest of promoting student success and addressing student needs as outlined/discussed during IEP development by organizing, conducting and managing IEP evaluation meetings for students both in-district and out of district.
•Maintain ongoing caseload and responsible for monitoring district compliance with services.
•Organize, conduct and manage IEP evaluation meetings both in-district and out of district placements. Be able to facilitate IEP meetings in an efficient, collaborative and empathetic manner
•Act as a liaison with Collaborative, state and private agencies, and private schools for providing services to eligible Wilmington Public Schools students.
•The Special Education Team Chairperson facilitates Team meetings, including Initial Evaluations, Re-Evaluations and other meetings as determined by the Director of Student Support services as well as assuring the implementation of Special Education regulations and mandates.
•The Special Education Team Chairperson oversees the referral process, Team Meeting process, and adherence to Individual Education Programs based on eligibility guidelines and in accordance with Federal and State requirements and is responsible for seeing that all timelines are met and all required paperwork is completed.
•The Special Education Team Chairperson will assist in the coordination of, and in some cases, provide staff development and workshops/training regarding special education issues. Support teacher development through consultation and department meetings.
•Maintain all relevant TEAM evaluation statistics and data as required by the Department of Elementary and Secondary Education, participate in state reporting as required.
•Advise Director of Student Support Services regarding specific case issues pertaining to services and/or placement.
•Familiarity with Inclusive Practices and tiered supports to promote student success, and engaging in collaboration with General Education and Special Education staff regarding implementation.
•Ability to develop and maintain positive relationships with staff and families by providing open and honest communication.
•Demonstrate an understanding of Special Education Regulations and remain current with updates. The Special Education Team Chairperson will attend state and regional meetings and participate actively in professional organizations.
•Serve as contributing evaluators with building administration and the Director of Student Support Services (or designee) on Special Education staff evaluations and hiring of special education staff. Supports district wide special education programs by providing ongoing consultation to all Special Education programming within assigned schools.
•Travel to out of district programs may be required as a component of this position.
•Works 16 additional days beyond the regular school year (198 days).
•Other duties as assigned by the Director of Student Support Services or designee.

This is an individual contract administrative position
DEGREE PREFERRED:
•Master’s degree in Special Education or related area
•Applicants must hold a valid Massachusetts DESE license in Special Education or in a related field.
EXPERIENCE PREFERRED:
•2 years of experience in Special Education
•Experience as a team chairperson
