Job Description
Provide leadership, supervision, and evaluation of all aspects of the district ELL/ESL Program. Works closely with the Assistant Superintendent for Student Support, Building Principals, other District Administrators and ELL Coaches and teachers to develop, monitor, and evaluate program content and effectiveness;
• Ensures compliance with Federal and State laws and regulations and prepares all reports required by the State Department of Education, the Federal Government and the Chelsea Public Schools
• Ensures programmatic and procedural continuity including timelines, forms, progress reports and services
• Assures curricula implementation, textbooks and supplies are consistent with regular education to assure equity for ELL students
• Fosters a district culture that is focused on high academic expectations and ongoing student development
• Coordinates the use of data to monitor student progress and program effectiveness;
• Participates in the development and implementation of District Accelerated Improvement Plan
• Oversees professional development including overseeing department meetings, PLCs, early release and professional development day sessions for the EL department.
• Organizes ongoing curriculum development including summer curriculum work.
• Participates on District Leadership Team for coherence and collaboration
• Ensures effective communication and collaboration with district and school administration, staff, students, parents, and community advocates relative to ELL issues
• Coordinates the English Language Parent Advisory Council (ELPAC) in order to build supportive and trusting collaborative partnerships between parents, schools and community members.
• Informs the community and all relevant stakeholders about the objectives, policies, and progress of the ELL/ESL programs
• Supports the expansion, curriculum and implementation of the dual language program.
• Recommends to building principal, expenditures for materials, books and technology equipment and prepares budget, staffing and student enrollment projections for following school year
• Assists in preparation of grant applications and grant implementation: primarily Title III
• Participates in supervision and evaluation; observes instruction and provides feedback, and supports EL coaches’ professional growth
• Works with the Human Resource Department and school administration in the recruiting, interviewing, and recommendations of qualified staff
• Collaborates with School Administrative Teams to assure that all ELL/ESL educators are involved in high quality professional development programs that mirror those of regular education (WIDA)
• Oversees ACCESS testing at the district level and analyzes and reports on ACCESS data.
• Coordinates the screening, evaluating, planning, assigning and exiting of entering students in the ELL programs to include defining entrance and exit criteria for all services
• Assists school personnel in maintaining complete and accurate records on all students receiving ELL services
• Assists school personnel in maintaining ELL students data and lists and assists in proper identification of students for SIMS reporting
• Consults with appropriate service providers and building administrators on all complex cases, especially those that involve disciplinary action
• Coordinates with building administration in identifying and coordinating any necessary accommodations LEP students need to participate in MCAS testing
• Oversees the expansion of the Caminos Program into the middle schools.
• Attends DESE mandated meetings, Urban ELL Directors meetings and any other related meetings
• Performs other job-related duties as assigned

Job Requirements
MA DESE licensure in ESL/ELL and Supervisor/Director (or eligible for same); min. Master’s Degree in related field; min. 5 years teaching experience in ELL classroom; Bilingual Spanish preferred; demonstrated success working with immigrant and refugee populations; demonstrated success in all aspects of program management and budgeting; experience in urban educational setting; experience with dual language programs preferred, experience in collaborative educational environment and shared decision-making modeled on PLC’s highly desirable; demonstrated success with curriculum development and implementation and effective professional development, ability to work and communicate effectively with others; ability to work with a diverse population.
  • At least 5 years of relevant experience preferred
  • Master degree preferred
  • Citizenship, residency or work VISA in United States required
