Job Description

POSITION SUMMARY: Under the direction of the Director of Human Resources & Educator Development, the Assistant Director of Human Resources assists in the oversight and administration of all human resources services and functions. The Assistant Director of Human Resources is responsible for assisting Director in overseeing management of the day-to-day HR operations.

QUALIFICATIONS: Minimum 5 years of relevant experience required, with experience in a Massachusetts public K-12 district highly desirable. Other requirements:
    •Bachelor’s degree is required; Master’s degree is preferred
    •Ability to work both independently and as a team member
    •Ability to handle multiple tasks simultaneously
    •Excellent interpersonal and communication skills, both verbal and written
    •Ability to communicate with tact and diplomacy
    •Ability to develop and foster positive working relationships with all levels of employees
    •Ability to manage confidential information in a professional manner
    •Excellent time management and organization skills
    •Problem analysis and problem resolution skills
    •Understanding of Human Resources practices and employment law, including FMLA, CORI, SAFIS, FERPA, and relevant Massachusetts state laws
    •Experience with contract bargaining and labor relations
    •Proficiency with Microsoft Office, Google Suite and other relevant software
    •Familiarity with Aspen, MUNIS or other data reporting and payroll systems
    •Strong working knowledge of Educator Evaluation process
    •Familiarity with TeachPoint Educator Evaluation management software
    •Ability to work flexible hours as needed
REPORTS TO: Director of Human Resources & Educator Development

SUPERVISORY RESPONSIBILITIES: Provides supervision to Human Resources office staff as designated by the Director of Human Resources & Educator Development.

RESPONSIBILITIES:
    1.Assist Director in supervising HR administrative staff in day-to-day tasks, including:
      a)Tracking employee attendance including Leaves of Absence
      b)Tracking educator licensure
      c)Managing Educator Evaluation online tracking system, currently TeachPoint, including updating plans, supervisors, dates, troubleshooting user issues, etc…
      d)Planning for and attending Job Fairs as well as following up with applicants
      e)Tracking educator credits and advancement on salary scale
      f)Engaging in ongoing management of HR-related data entry to MUNIS
      g)Producing standard, ad hoc and customized HR reports from MUNIS
      h)Onboarding of new employees, including new hire collection and completion of necessary paperwork, obtaining ID badges, and submitting work orders for email access, directory updates, etc.
      i)Managing Municipal Ethics training process, including dissemination of policy and collection of training certificates
      j)Managing requests for personal days
      k)Processing FMLA requests
      l)Assisting district IT department with state reporting tasks, as needed
      m)Responding to Unemployment Insurance claims
      n)Completing necessary forms/letters to verify employment.
      o)Posting approved job openings through School Spring or other external job posting website.
      p)Tracking applicants
      q)Preparing payroll appointment/change documentation and appointment/separation letters as necessary
      r)Implementing CORI and SAFIS process, including monitoring employee CORI and SAFIS results
      s)Communicating and coordinating with City of Quincy Human Resources Office and Payroll Office to ensure employee benefits and deductions are managed correctly and efficiently

      2.Assist Director with candidate interviews
      3.Assist Director with investigations and employee disciplinary matters
      4.Assist Director with Educator Evaluation compliance issues and training. Assist Principals and supervisors with evaluations as needed
      5.Assist Director with contract grievances
      6.Assist Director with researching, identifying and compiling responsive documents for public records requests
      7.Participate in mandatory training/coursework; including but not limited to:
        oTitle IX and Sexual Misconduct
        oSexual Harassment and Non-Discrimination
        oSecurity Policy and Notification of Security Reporting
        oFERPA
        oMunicipal Ethics Law
      8.Assume other duties as assigned
    TERMS OF EMPLOYMENT: Fifty-two weeks minus applicable holidays and vacation days. Annual salary will be at the level of a twelve-month Assistant Director. Full-time Non-Unit Employee; (FLSA Status Exempt.)
