School Payroll Manager
SOMERVILLE PUBLIC SCHOOL DISTRICT

 

Job Goal: Assists the Chief Financial Officer, Deputy Financial Officer and the Director of

Operations in the management of school financial resources and supports District staff morale by accurate, timely and efficient administration of the payroll systems and processes, staff benefits and compensation.

 

Education/Experience Requirements:

  • Minimum three years of experience managing and evaluating staff;
  • Experience utilizing / managing automated payroll systems; MUNIS Payroll experience preferred;
  • Minimum Associates Degree in accounting;
  • APA Certification(s) preferred;
  • Willing to evaluate and accept applicable level / combination of experience and education.

Essential Knowledge, Skills and Abilities:

  • Proficiency in use of Excel, automated payroll / HRIS software, other applicable software;
  • Strong managerial and interpersonal skills; ability to successfully manage a team of two or more payroll staff; Excellent communication skills;
  • Ability to think analytically and to manage complex data manipulation;
  • Strong organizational skills; able to successfully manage multiple tasks and meet deadlines;
  • Ability to create and manage positive stakeholder relationships and support a positive department and District culture.

Responsibilities:

  • Manages and administers District payroll functions to ensure that staff are paid accurately and in a timely manner
  • Supervises, mentors and evaluates payroll staff to ensure that standards are achieved and performance maximized
  • Applies payroll and other related provisions of collective bargaining agreements and individual contracts as related to Budget, Salary Schedules, and Accruals
  • Reviews and verifies all personnel transactions received from HR Department as well as oversees the implementation of terms by payroll staff
  • Interprets District policies and Governmental regulations in order to create and manage payroll controls and processes to ensure compliance.
  • Analyzes salary expenditures in the GL and performs monthly reconciliations and projections for the Chief Financial Officer
  • Accepts and resolves employee issues and/or questions when payroll staff are unable to reconcile;
  • Monitors wage and hour issues to ensure compliance with FLSA
  • Maintains staff salary databases for all District staff for integration with and application to the budget and payroll processes
  • Creates and maintains payroll related codes and functions within the MUNIS Payroll System
  • Reviews and verifies all personnel transactions received from HR Department as well as oversees the implementation of terms by payroll staff
  • Calculates all complex wage adjustments for employees based on existing collective bargaining agreements and individual employee contracts.
  • Calculates and/or audits complex payroll transactions including but not limited to wage garnishment, state/federal income tax, voluntary deductions (i.e. insurances, 403(b) & 457 plans, pension, paid time off;
  • Oversees calculation, confirmation and reconciliation of the weekly and biweekly payrolls
  • Responds as necessary to wage/benefit court subpoenas, insurance affidavits, IRS, MA DOR, support and other wage levies;
  • Prepares payroll-related reports for management, state, federal and local agencies; contributes to the preparation of the annual DESE End of Year Financial Report;
  • Liaises with municipal officials in City Payroll, Personnel and Treasurer’s Offices on matters associated with processing and delivery of payrolls, IRS 941 and W2 reporting, maintenance of employee health benefits etc.;
  • Accepts and processes Massachusetts Teachers Retirement Applications for retirement; acts as district contact / liaison for MTRS related matters; Oversees monthly reconciliation and reporting to MTRS
