Procurement Services Manager
FUNCTIONAL PURPOSE
The purpose of this position is to oversee the procurement activities and operations of the district to ensure that all purchases are handled properly and are cost effective. The position will provide complex technical support to the district as related to procuring goods and services. The person in this position is responsible for ensuring that all departments and schools within the district adhere to local, state and federal procurement guidelines.
DUTIES AND RESPONSIBILITIES
·Oversees daily operations of the purchasing area including directing workflow, ensuring purchase orders and all procurement activities are processed timely, uses best purchasing practices and related procedures and compliance with appropriate purchasing guidelines.
·Hires, motivates, supervises, and evaluates assigned staff (e.g. employee concerns/problems, directing work, training, disciplining, working with employees to correct deficiencies, etc.).
·Manages the procurement activities in an organized manner including review of purchase orders, administering the entire process for bids (IFB), Requests for Quotes (RFQ), Requests for Information (RFI) and Requests for Proposals (RFP) for the purposes of securing items and/or services within budget and ensuring compliance with all regulatory requirements.
·Processes and maintains purchasing-related information, files and records, including, but not limited to purchase orders, vendor files, bid documents, requests for information or proposal, etc. for the purpose of distributing if needed, ensuring the availability of documentation and compliance with established policies and regulatory guidelines.
·Researches, contracts, suppliers, services and goods, including evaluation of new products for the purpose of determining product and/or service need and availability.
·Evaluates the various purchases requested by schools and departments throughout the district including advising on the appropriate procurement method and sourcing options.
·Administers district procurement policies and procedures and recommends process improvements and methods of cost savings.
·Reviews, responds and resolves inquiries, issues or complaints from a variety of internal and external sources regarding procurement service activities.
·Compiles data from a wide variety of sources (e.g. vendors, staff, public agencies, etc.) for the purpose of analyzing issues, ensuring compliance with all applicable purchasing policies and procedures, and/or monitoring purchasing processes.
·Develops and manages the district Purchasing Card (P-card) program.
·Determines furniture and equipment needs for schools and departments.
·Prepares annual budgets related to replenishable materials, technology, and resources as well new initiatives.
·Assists in determining and managing district risks including needs for insurance.
·Performs related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
·Thorough knowledge of principles and practices of purchasing and procurement program development and administration, especially as related to the educational environment.
·Knowledge of warehouse operations, procedures and techniques including proper methods of receipt, storage and delivery of supplies and equipment.
·Knowledge of purchasing and reporting systems including requisitions, purchase orders, invoices and delivery reports.
·Knowledge of types of supplies, materials and equipment commonly used in an educational environment.
·Knowledge of Uniform Guidance procurement requirements with federal funds.
·Knowledge of local policies and procedures and state and federal regulations and laws including the NC Department of Administration Purchasing Rules and Regulations.
·Knowledge of office practices, procedures, methods and application of computer software, including Windows, Microsoft Excel, Access, Word PowerPoint and AS400 or ERP system.
·Ability to plan, direct and review a comprehensive purchasing and supply management program.
·Ability to interpret and apply local, state and federal policies, procedures, laws, regulations and codes affecting school purchasing operations or to find appropriate resources to provide additional guidance.
·Ability to organize and maintain important documents and files related to financial information, bids, contracts and employee personnel files electronically and physically to allow for efficient retrieval.
·Ability to review and understand technical information which may include, but is not limited to, financial data, bids, legal requirements or directives, publications, manuals, etc.
·Ability to analyze issues and determine and implement viable solutions.
·Ability to hire, supervise, train and evaluate assigned staff.
·Ability to establish and maintain effective professional working relationships with supervisors, peers, staff, students and contracted organizations.
·Ability to act in a professional and diplomatic manner during frequent contact with internal and external customers.
·Ability to use intermediate financial math skills to clearly represent purchasing and budget data.
·Ability to communicate clearly and concisely, both orally and in writing.
·Ability to operate a variety of office equipment, including telephones, calculators, computers, copiers, etc.
·Skill in negotiating bids and contracts with vendors.
·Skill in budgeting and managing budgets effectively.
