Job Description

Job Purpose
The Human Resources & Payroll Specialist is responsible for the day-to-day administrative support work in the human resources area and coordinates with the Business Office on payroll functions. This may include employee hiring, changes and terminations, benefits enrollments, new employee orientation, and paid and unpaid leave accruals. This position may also support worker’s compensation claims processing and overall record-keeping.

Essential Job Functions
  • Maintains ongoing communication with all constituents, including, but not limited to, employees, principals, and supervisor(s).
  • Communicates with building principals on hiring needs and recruitment efforts, including advertising in digital and print publications, for both professional and non-exempt positions.
  • Responsible for onboarding new employees and educating employees on their benefits package.
  • Explains employee benefits programs, assists in planning workshops, and assists in preparation of communication materials.
  • Ensures relevant employee and benefits data is entered into all appropriate payroll/HRIS systems.
  • Counsels, advises, and provides assistance to supervisors, employees, and family members on employment change and benefits-related matters.
  • Answers employee questions regarding interpretation of employment and benefits policies in relation to the collective bargaining agreement(s).
  • Responsible for filing, mailing, and record-keeping for all related functions.
  • Troubleshoots situations, advising supervisor(s) on issues as they arise.
  • Processes all necessary paperwork.
  • Researches and prepares reports for supervisor(s) as assigned.
  • Makes recommendations for continuous improvements to improve efficiency and customer service.
  • Receives and responds to emails, written correspondence, and telephone inquiries as received.
  • Participates in administrative trainings and meetings, staff meetings, and professional development as requested and appropriate. This may include professional membership in, at a minimum, the Vermont chapter of the American Association of School Personnel Administrators (AASPA) (aka VT School Human Resources Professionals – VSHRP).

    Job Requirements

    • Required Level of Education & Experience
      • Bachelor’s degree in Human Resources, Business Administration, or related area of study preferred.
      • Professional in Human Capital Leadership in Education (pHCLE) certification desirable.
      • Three to five years of experience in Human Resources and/or K-12 education preferred.
      • Any combination of equivalent education and/or experience considered.
      Desired Qualifications
      • Ability to maintain confidentiality of employee information.
      • Ability to read and interpret documents, such as safety rules, operating and maintenance instructions, and policy and procedure manuals.
      • Ability to write routine reports and correspondence.
      • Ability to speak effective one-on-one and in front of/with groups.
      • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
      • Ability to deal with problems involving several concrete variables in standardized situations.
      • Sound knowledge of automated human resources/payroll information systems through the use of a PC.
      • Intermediate software skills including Microsoft Office Suite, Google Suite, and HR information system(s).
      • Thorough knowledge of benefits essential.
      • General knowledge of human resources function.
      • Ability to manage a function on a daily operations basis with little direction.
      • Ability to utilize technology to support office functions.
      • Ability to establish and maintain effective working relationships with employees and family members, retirees, payroll, agencies, general public, vendors, providers, and consultants.
      • Knowledge of the Vermont background check process and federal paperwork (I-9s, W-4s, etc.).
      • Knowledge of Tyler Systems ADS preferable.
    • At least 3 years of relevant experience preferred
    • Bachelor degree preferred
    • Citizenship, residency or work visa required
