Job Goal: The objective of the Transportation Manager is to establish and operationalize an efficient and effective transportation strategy for Somerville Public Schools (SPS). The Transportation Manager performs data analysis, family outreach, project management, and interdepartmental coordination around transportation options for SPS students. Candidates for this position should be highly motivated to ensure that all district students have a safe and positive transportation experience as they access school and programs. The position involves performing administrative and managerial functions. This involves direct support to the English Language and Special Education Departments by developing routes, staff training and general management and administration. Duties will include establishing student rosters, designing effective bus routes, communicating major construction impacts, development and maintaining a transportation database, analyzing bus routes and yields, and supervising support staff.

Responsibilities:
• Prepares annual bus rosters and mailing to parents, in coordination with relevant departments, regarding the district’s transportation system;
• Processes transportation registration forms and follow up with parents, as needed;
• Updates bus rosters on an ongoing basis with new school and program enrollments and parental requests for changes in ridership;
• Recruits, hires, and supervises support staff to monitor student attendance and safe ridership on vans and buses;
• Liaises with building administrators to ensure safe departure and arrival procedures at schools and programs;
• Liaises with Homeless/Basic Needs Services and supports the administration of contracts with Homeless Transportation providers;
• Develops and oversees Homeless Transportation safety systems before school, after school, and in collaboration with Out of School Time providers;
• Maintains the district’s student transportation database and key contacts;
• Ensures preparation, implementation and evaluation of Standard Operating Procedures for student transportation at all SPS schools;
• Collaborates with the City’s Mobility Division, Traffic & Parking Department, Police Department, and Department of Public Works around capital projects, construction management, operations & maintenance activities, traffic calming interventions, and bike / pedestrian facilities;
• Communicates key construction and capital project impacts to, and develop solutions for, principals and transportation providers;
• Supports in-house review of consultant-generated transportation analysis and reports, including traffic and transportation studies;
• Prints and distributes bus passes and issue replacements, as needed;
• Supports expansion of the district’s MBTA student bus pass program, as needed;
• Communicates proactively with parents and transportation contractors to resolve issues or concerns as needed;
• Responds to and resolves parent inquiries and complaints;
• Utilizes technology to inform families and keep student transportation records updated;
• Develops, revises, and updates as necessary in-district bus routes;
• Assists the Director of Finance and Director of Operations in the development of the district’s transportation budget;
• Liaison with the clerical staff responsible for student transportation rosters in the English Language and Special Education departments;
• Performs other reasonable transportation-related duties as requested by the Superintendent’s Office, Director of Finance, or Director of Operations;
• Other appropriate duties as directed by the Chief of Staff, Director of Finance, or Director of Operations.

Minimum Qualifications:
Education and Experience: Bachelor’s degree in transportation planning, transportation management, or a closely related field and three (3) years’ experience in school districts, municipal government, state agency positions or relevant consulting roles; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Master’s Degree preferred.

Essential Knowledge, Skills and Abilities:
Knowledge: Knowledge of principles and practices of multimodal transportation planning and management.

Abilities: Ability to read and understand transportation plans and supervise implementation. Ability to work effectively with relevant interdepartmental staff. Ability to formulate findings and recommendations to interdepartmental staff, elected officials, outside agencies, contractors, engineers, advocates and the general public.

Skills: Skilled communicator; excellent customer service, planning and management skills. Strong quantitative analysis skills including Microsoft Excel; strong written and oral communication skills with peers, consultants, contractors, and representatives of other departments. Proven skills managing multiple tasks and deadlines essential. Multilingual skills in Spanish, Portuguese, and/or Haitian Creole preferred.
