Job Description

The Administrator shall be certified as an Administrator of Special Education; shall possess a Master's Degree from an accredited college or university; shall possess an educational background that includes documented study in exceptional education, mental deficiency, teaching the handicapped, and other areas of exceptionality; shall possess at least five years of successful teaching in some field of special education; and, shall possess at least five years of successful experience as a school administrator or supervisor. The Administrator shall have advanced level computer skills that will enable him/her to perform routine reporting tasks on a daily basis. The Administrator shall possess other qualities of academic, professional, and personal experience that the Superintendent may specify, including securing and maintaining special education grants.

The Administrator of Special Education is a member of the executive staff. As a member of the Team, he/she shall provide leadership for the District and represent the Superintendent as appropriate at meetings. He/she will be knowledgeable of changes in trends, laws, rules, or regulations in his/her area of expertise, and provide reports to the Superintendent or designee of his/her activities and as requested and reviews all reports with the Superintendent or designee for approval prior to issuance. The Administrator of Special Education in conjunction with the Director of Operations shall develop annual job goals that will become part of the criteria used to evaluate the Administrator.

In carrying out these responsibilities, the Administrator of Special Education shall:

1. Administer all special education services for the District while providing educational leadership and program management;
2. Advise the Superintendent and Director of Operations on all matters related to Special Education;
3. Advise the Superintendent and Director of Operations regarding the possible alternatives in student placements;
4. Supervise and coordinate all Out of District Student Placements;
5. Prepare reports, for approval prior to submission, as required by local, state, or federal rule, regulation, or law and any other reports as required by the District;
6. Initiate and write Special Education grants for approval prior to submission;
7. Develop and monitor special education budget expenditures subject to approval by the Superintendent;
8. Design in-service and staff development programs for special needs and inclusive staff in coordination with the District Staff Development Program;
9. Represent the District and cooperate with public and private agencies, organizations, and professional personnel in securing and providing services for children with special needs and provide reports of such activities and content of any meetings;
10. Work with the Supervisor of Pupil Personnel Services on issues that overlap both departments; and,
11. Conduct other duties and responsibilities as directed by the Superintendent, including attending PAC meetings and subcommittee meetings as requested or required by the Superintendent and Director of Operations.
