Job Description

Frontier Regional/Union #38 School Districts are located in rural western Massachusetts in and around Deerfield. Approximately 1,550 students are enrolled in PreK-12, with about 180 certified personnel and a support staff of about 140 (including Before and After School Programs, LEAP and a number of special education programs, Full-Day Preschool and Frontier Extension Programs). Occupying four buildings, the Union #38 School District (preK-6) serves the towns of Conway, Deerfield, Sunderland and Whately. Each school is governed by a local school committee. The Frontier Regional School District (grades 7-12), located in Deerfield, is governed by a separate 11-member school committee. The schools enjoy a high level of community support with a high level of expectation for educational excellence. Approximately 90% of the graduates pursue a two-year or four-year post-secondary education program.

The school district is located within 20 miles of six colleges and universities including Mt. Holyoke College, Smith College, Amherst College, Hampshire College and the University of Massachusetts, as well as Greenfield Community College. The fine arts facilities of these colleges afford excellent opportunities for a variety of education and cultural experiences.

Except for the small business area in South Deerfield, the area is primarily rural. The towns connect by interstate highway to Boston (two hours by car), Hartford, CT (an hour and a half), and Springfield, MA (45 minutes).

JOB DESCRIPTION

TITLE: BUSINESS MANAGER

QUALIFICATIONS:
1. Bachelor’s Degree or higher in Business Administration, Public Accounting, or related field.
2. Experience in school business administration, accounting, and/or related field.
3. Three years’ experience in a supervisory capacity.
4. Demonstrated effectiveness in use of appropriate computer applications including Excel and Infinite Visions.
5. Committed to principles of Affirmative Action in hiring.
6. Certified or able to attain certification as a School Business Administrator.
7. MCPPO certified or able to attain certification.
8. Possess such alternative competencies to the above as the School Committees may find appropriate and acceptable.

REPORTS TO: Superintendent of Schools

JOB GOALS: The Business Manager is a leader in building a framework wherein the four-town regional district’s resources can most efficiently and effectively support high quality educational programming for our students.

JOB RESPONSIBILITIES:

Financial Duties:
1. Provide internal management and administration of the districts’ finances in accordance with School Committees’ policy, Government Accounting Standards Board (GASB), and state and federal laws and regulations.
2. Provide the School Committees, Superintendent and other management personnel with appropriate and accurate financial information to assist in decision-making, including negotiation of collective bargaining agreements.
3. Establish and maintain effective systems to manage budgets including; general fund, capital reserves, grants, student activity accounts and government tax and pension accounting.
4. Oversee and direct an orderly and efficient system of business procedures for the districts including, but not limited to; purchasing, record keeping, warrant preparation, and payroll.
5. Provide certification of all accounts payable warrants and expedite approval by school committee members in order to issue timely payment for authorized invoices.
6. Direct the districts’ purchasing programs in accordance with the appropriate statutes and good business practice. Serve as chief procurement officer (CPO) on all 30B purchases including but not limited to; preparing specifications for such purposes, soliciting bids, examining samples submitted, tabulating bids, and recommending their award.
7. Supervise the coordination of all revenues, expenditures, and record keeping related to federal and state grants.
8. Attend monthly school committee meetings in each school to provide accurate financial information that enable committees to make informed decisions.
9. Work collaboratively with members of each district’s town government.
10. Provide oversight and guidance to the cafeteria manager including analysis of profit/loss from operating results. Serve as primary point of contact for financial audits from the Department of Nutrition.
11. Direct the districts’ risk management programs.

Administrative Duties:
1. Recruit, train, supervise, and evaluate central office bookkeeping and other business office personnel.
2. Oversee the pupil transportation network within the established policies of the School Committees. Working with school principals, investigate and recommend changes needed in transportation routes. Maintain accurate pupil transportation records.
3. Provide recommendations for updating appropriate School Committee policies as needed.
4. Attend professional development opportunities and PLC’s such as MSBO to continue to develop professional knowledge.

Other Duties:
1. Work in conjunction with the Superintendent in developing long-range planning as it pertains to fiscal matters and district facilities.
2. Serve as a resource on human resource issues as pertain to employee finance and retirement.
3. Perform other tasks as may be assigned by the Superintendent.


TERMS OF EMPLOYMENT: Twelve-month work year. Salary to be established by Districts’ School Committees. Individual employment contract.

EVALUATION: Annual performance of this job will be evaluated by Superintendent in accordance with the provisions of the contract term.
