Executive Director of Pupil Personnel Services


The Salem Public Schools is actively seeking experienced, qualified candidates for the position of Executive Director of Pupil Personnel Services, effective July 1, 2019. The Salem Public Schools has engaged The Collins Center for Public Management at the University of Massachusetts Boston to assist the district with this search process.


The Salem Public Schools (SPS) is a PK-12 school district with 3,694 students in one Preschool program, six elementary schools, one middle school, and three high school programs. The district has 746.8 FTE staff, including 357.3 FTE teachers. The SPS student population is 48.9% economically disadvantaged, 62.2% high needs, 22.5% students with disabilities, and 12.9% English language learners.


    The Executive Director of Pupil Personnel Services (ED of PPS) will develop, support, and monitor the delivery of all special education and related services from the birth to age 22 for the Salem Public Schools. The ED of PPS will report to the Superintendent. His/her primary responsibility will be to oversee and provide administrative leadership to all special education and related services, including those provided to students who may be placed in out -of-district programs. In collaboration with the administrative team, this position provides leadership in the District’s strategic priority to provide all students with an academic experience that is accessible, rigorous, relevant and engaging. The ED of PPS will also be responsible for oversight of the district’s specialized substantially programs, the Salem Early Childhood Center (ages 3-4) and Salem Prep High School (grades 8 to age 22).


    The successful candidate will provide leadership in developing a shared commitment to high standards of teaching and learning with high expectations for achievement for all and will provide district leadership for administrators, staff, students, families and community members to develop and internalize a shared educational vision around world class outcomes, college and career readiness and responsible citizenship for every student.


    The qualifications for this position include: a minimum of a Master’s degree in special education or related field; MA DESE license as a Special Education Administrator; three to five years of experience as a special education administrator, in increasingly difficult roles, preferably in a public school system; three to five years of experience as a classroom and/or special education teacher; and demonstrated knowledge of public school laws and policies as they relate to the delivery of special education services and related programs. Bilingual (Spanish) candidates are encouraged to apply.
