Job Description

The Scituate School Department is seeking a senior accountant/business manager to lead the fiscal function of the department.

Senior Accountant/Business Manager

Function:

To establish and maintain a system of internal accounting and control for the Scituate School Department and to provide administrative leadership and support to the personnel operation with the School Department.

Minimum Qualifications:

1. Bachelor’s degree in Finance, Accounting, or Business Administration.
2. Minimum of four years of experience in municipal accounting with at least one year of experience in a supervisory capacity
preferable.
3. Must be skilled in the use of computers and be familiar with computerized school and/or municipal accounting packages.
4. Must have demonstrated experience in the supervision of personnel functions.
5. Consideration will be given to other qualifications as may be deemed appropriate.
6. Certification as (or eligibility to be certified as) a School Business Administrator in Rhode Island preferable.

Responsibilities and Duties:
1. Develop budget and accounting system which is consistent with municipal and state requirements.
2. Prepare the annual school department budget according to program and function and object lines.
3. Analyze and monitor all school department expenditures and prepare monthly and annual financial statements for
Superintendent, School Committee and cost centers.
4. Perform audits and prepare financial reports required by law, the School Committee or the Superintendent.
5. Prepare and monitor list of bills and control the school department’s purchasing system, including both goods and services.
6. Account for all school department revenue and all revenues received by the Town on behalf of the school department.
7. Administer the school district insurance programs and lunch programs.
8. Advise on financial implications of all contracts and contract proposals and participate in union contract negotiations when
requested to do so.
9. Coordinate the presentation of, justification for, and preparation of additional analyses required to understand the budget
proposal for action by the School Committee, Budget Committee, Town Council, and various public groups.
10. Responsible for preparing all bid specifications, review same, and award contracts after approval of the School Committee.
11. Responsible for purchasing function system-wide in accordance with the School Committee’s policy governing same.
12. Takes the lead in developing improvements in the budget, management of the school system, including budget methods, format,
and presentation.
13. Responsible for all Grant reporting, processing expenditures, requesting reimbursements, quarterly and yearly reporting in
Accelegrants.
14. Perform additional special assignments at the direction of the Superintendent of Schools.
