Job Description

As a member of the District’s Leadership Team, the Assistant Superintendent for School Management coaches, mentors, supervises and evaluates building leaders, and collaborates with the Superintendent, Assistant Superintendent for Teaching & Learning, Principals, and other school system leaders to design and implement the policies and programs of the Portland Public Schools.

DUTIES AND RESPONSIBILITIES:

School Management

  • Works with principals to develop annual goals and evaluates principals on goals and performance.

  • Coaches principals/school leaders on leadership development to achieve district goals.

  • Serves as first point of contact for school management concerns; meets regularly with principals to support all aspects of school management.

  • Organizes, convenes and oversees school leadership hiring processes.

  • Has primary responsibility for communicating and seeking input from building leaders and central office departments to organize leadership routines and tools in appropriate formats.  

  • Works collaboratively with building leaders, central office leaders and others to develop agendas for building leadership meetings

  • Advocates for the needs of each school with central office departments and ensures that school concerns are addressed promptly and completely.

  • Collaborates with the Assistant Superintendent for Teaching & Learning and school leaders to ensure the alignment of school success plans with the Portland Promise/Comprehensive Plan and compliance with all policies and federal and state requirements.

  • Ensures that Board policies are appropriately implemented at the local school level through collaboration with the Assistant Superintendent for Teaching & Learning and the Department of Human Resources.

  • Evaluates and makes recommendations concerning the adequacy of school plans for instructional needs. 

  • Keeps current with the latest educational trends and research.

  • Coordinates with Human Resources to monitor and evaluate and enforce school level compliance with:

    • District accountability requirements

    • Federal and state grant obligations

    • Federal and state rules and regulations

    • Federal and state legislative or policy developments that may have an impact on District policies.

  • Advises the Superintendent and School Board on relevant policy developments; serves as primary staff liaison to Board Policy/Public Affairs Committee

  • Maintains a presence with state officials, other superintendents/assistant superintendents in the region to inform state and federal policies that impact Portland Public School students.

  • Reviews, analyzes, and modifies/develops District policies related to accountability and performance management that support schools.

  • Communicates system policies, practices, and procedures to the PPS community.

  • Reviews and collaborates with appropriate staff on revisions to school related Board policies and operating procedures.

  • Serves on negotiating teams for collective bargaining agreements.

  • Serves as the Acting Superintendent in the absence of the Superintendent (along with Assistant Superintendent for Teaching and Learning).

  • Builds relationships and liaises with various internal departments to drive collaboration and project success.

  • Interacts with and responds effectively to requests from multiple internal and external education stakeholders.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of public school administration and organization

  • Thorough knowledge and understanding of public school laws, policies and procedures

  • Thorough knowledge and understanding of curriculum, instruction and assessment best practices

  • Excellent communications skills: writing, speaking and presentation skills

  • Strong analytical skills

  • Demonstrated supervision and evaluation skills

  • Ability to coach and develop direct reports for improvement

  • Ability to properly maintain confidential and sensitive information

 

MINIMUM QUALIFICATION STANDARDS/CERTIFICATE AND LICENSE REQUIREMENTS:

  • Education, Training and Experience:  Graduation from an accredited college or university with a minimum of a master’s degree in educational leadership, administration, or a related field.

  • Experience as a school teacher required. Principal and district administration experience preferred.

  • Licenses and Certificates:  Possesses or is eligible for appropriate Maine license

  • Ability to handle stressful situations

  • Extensive district-wide travel required

  • Occasional national or statewide travel
