Job Description

1.0 FTE on a 190 day work calendar, starting the 18-19 School Year

Location:  Linn and Benton Counties


A $5,000.00 Targeted Sign-on Stipend is available to applicants who are hired for this position.


LBL's 18-19 salary schedule has not been finalized.  This posting will be updated when that information is available.




1.    A Master’s degree or higher.
2.    One of the following:
•    Speech Language Pathology License as issued by the Oregon Board of Examiners in Speech Language Pathology and Audiology OR
•    Oregon Teaching License with Speech Impaired Endorsement and American Speech and Hearing Association, Certificate of Clinical Competency in Speech Language Pathology, or actively pursuing this Certificate.
3.    Demonstrated successful experience in special education, including work with high needs populations.
4.    Successful experience working with children birth – 5 years old.
5.    Effective oral and written communication skills.
6.    Such alternatives to the above qualifications as the LBL Board of Directors/Superintendent may find appropriate and acceptable.


Early Intervention / Early Childhood Special Education Program Administrator


To provide evaluation, direct and consultation services for children, age birth to 5 years in the areas of speech and language.


The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.  Individual employees may perform all or some combination of the duties listed below as well as other related duties.

Essential Functions:

1.    Conduct individual evaluations in speech and language as well as other areas that may be assigned.
2.    Provide comprehensive written report of observations, assessment results, and recommendations.
3.    Confer with program personnel and parents about the evaluation results and recommendations.
4.    Coordinate and participate in the development of Individualized Family Service Plans (IFSP’s) and in the determination of placements for eligible children.
5.    Coordinate and provide direct and/or consultation services to eligible EI/ECSE children in a variety of settings, including homes, childcare sites, ECSE classrooms and community-based classrooms.
6.    Develop and implement lesson plans/curriculum for individual or group therapy sessions.
7.    Oversee and provide direction for Speech Language Pathologist Assistant (SLPA) or educational assistants assigned to the SLP’s groups or classes.  
8.    Assume responsibility for assessing progress on IFSP goals and objectives and for completing annual assessments using the approved Curriculum Based Assessment (CBA).  
9.    Consult with community preschool personnel regarding individual child program needs.
10.    Maintain regular attendance at work.  Be punctual in meeting deadlines, attending meetings and following schedules.
11.    Document services and bill Medicaid for eligible children.
12.    Work well within a team.  Promote good staff morale and put team needs above individual needs.
13.    Collaborate with others to complete tasks and solve problems in a positive manner
14.    Communicate effectively in a courteous, tactful and professional manner.
15.    Participate in the Medicaid billing process for school-based services as directed.

Other Functions:

1.    Monitor and maintain services in compliance with Oregon Department of Education and LBL policies, rules and regulations.  
2.    Provide program staff development and in-service as needed.
3.    Attend district and program sponsored in-service and professional growth opportunities as assigned.
4.    Work collegially with parent, school district, pre-school, and early learning partners.
5.    Maintain confidentiality at all times.
6.    Demonstrate a commitment to promoting equity and diversity.
7.    Maintain professional dress standards.
8.    Perform other duties as assigned.

1.    Strength and agility to assist children with special needs.
2.    Ability to lift and carry up to 40 pounds.
3.    Ability to provide own transportation, as deemed necessary.
4.    Ability to provide services on an itinerant basis in a variety of settings, including schools, family homes, childcare sites, ECSE classrooms and community preschools in assigned geographic region.
5.    Ability to sit on the floor and in a variety of positions or chairs, such as preschool sized furniture, for extended periods of time.
6.    Ability to sit for extended periods of time in vehicle and at desk.
7.    Ability to use computer for extended periods of time to write reports and to complete logs, schedules and paperwork.
