General Information


Willamette Education Service District is accepting applications for a full-time (40 hours per week) E-Rate Coordinator position to support the statewide e-Rate application process. Successful candidate will follow a 240-day calendar and work as part of the Technology Department. The position will be based at the Willamette ESD Marion Center in Salem, OR and will begin immediately upon conclusion of the hiring process.


Duties and Responsibilities

  • Attends required e-Rate trainings, meetings, and conferences to increase employee’s understanding of this field
  • Supports department staff in development of agency e-Rate application and implementation of e-Rate process
  • Maintains documentation of e-Rate application, implementation and invoicing for agency
  • Organizes and schedules multiple tasks and sets priorities in order to meet deadlines for assignments
  • Provides yearly training on program changes
  • Completes e-Rate application for agency and contracting school districts including filing and certification of all e-Rate forms
  • Works with USAC to complete PIA and Selective Reviews for agency and contracting school districts
  • Prepares documentation for review responses and appeals, as necessary, for agency and contracting school districts
  • Provides phone and email support for e-Rate program for contracting agencies statewide
  • Reviews internal e-Rate process for agency and contracting school districts and recommends process changes for improved services
  • Communicates clearly with others on a local, regional, state, and federal level
  • Serves as e-Rate representative for regional and state at regional, state, and federal meetings
  • Sends weekly updates and newsletters with in-depth analysis of changes in e-Rate program and procedures as provided by SECA
  • Performs other duties as assigned



  • High school diploma or equivalent (GED) and three years of customer service support experience; preferred AA degree from an accredited college or university with major course work in information technologies or closely related field; or equivalent combination of education and experience
  • Minimum of one year experience with e-Rate or technology procurement preferred
  • Experience with internet connectivity and network hardware
  • Knowledge of the principles and practices of Microcomputer Networks, equipment and software and micro computer equipment, software installation and basic trouble shooting techniques
  • Knowledge of pertinent federal, state and local laws, codes and regulations preferred
  • Ability to work well with others; focus on resolving conflict; maintain confidentiality; listen to others without interrupting; keep emotions under control; remain open to others’ feedback and ideas; contribute to building a positive team spirit
  • Maintain the integrity of confidential information relating to agency records and data, students, families, colleagues, and/or school district partners
  • Ability to communicate fluently in English, verbally and in writing. Ability to present information effectively and respond to common inquiries from students, staff, regulatory agencies and the general public.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence
  • Possess valid Oregon driver’s license and reliable transportation
  • Nationwide criminal history check and fingerprinting at employee’s expense are required

Salary and Benefits

  • This is a full-time (1.0 FTE) Classified position represented by the Oregon School Employees Association.
  • Placement on the Willamette ESD Classified Salary Schedule Range 21, Step 1-6; ($24.19-$30.87 per hour) will be commensurate with applicant’s qualifications, relevant training and experience.  Placement beyond Step 3 requires Human Resources and Superintendent approval.
  • Willamette ESD will support payment for health, dental and vision insurance premiums for qualified employees. Employer-paid PERS, holidays, sick leave, and personal days are also provided to qualified employees.

      • Employees may opt to donate one day of sick leave to become a member of the Sick Leave Bank.
      • Members may draw up to 25 days of sick leave if catastrophic illness or injury leaves the employee without paid leave time to cover their absence from work.


     Salary and benefits prorated based upon FTE and hire date.
