Job Description

SUMMARY: Supervises the Payroll division of the Finance Department. Responsible for ensuring that the District’s monthly payroll is issued based on the District’s pay date, and processed accurately on a consistent basis. Ensures that all Federal, State, and IRS guidelines are adhered to.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Supervises and evaluates the work, and performance of the Payroll Department staff, making any changes as needed to individual job responsibilities.
• Oversees the direct processing of the monthly payroll.
• Oversees and assists with the processing of employee changes as they affect payroll; direct deposit, W4 changes, and insurance deductions.
• Monitors monthly employee deductions for; Federal/State and FICA withholding taxes, retirement, worker’s compensation, direct deposit, W4, and any other changes that affect payroll.
• Audits payroll procedures to ensure accuracy and compliance with all local, state, and federal regulations.
• Prepares and transmits required federal and state payroll reports and payments, including FICA, income tax withholding, and Idaho tax contributions.
• Audits weekly clocked hours by all hourly staff, compiling the data for the pay period in preparation to transmit for the month’s payroll.
• Balances primary payroll, completes payroll processing steps in preparation to finalize payroll records.
• Balances and processes all supplemental payroll runs, following the same procedures as the primary run.
• Balances each month end and quarter end.
• Prepares, distributes, and files annual W2 earnings statements as specified by federal and state guidelines, timely and accurately.
• Oversees the updates of all tax tables in January prior to the processing of the January payroll.
• Oversees the payroll year-end closing and rollover processes for the District.
• Researches and resolves any issues pertaining to a payroll processed.
• Oversees and assists with the department’s processing of specific vendor billing.
• Sets calendar for the District’s payroll, including pay dates and processing schedules.
• Performs complex and technical payroll operations including payroll audits and reconciliations.
• Assists all district staff and administrators on payroll issues with courtesy and in an expeditious manner.
• Maintains payroll files, keeping them up to date and accurate.
• Develops and provides staff training on payroll procedures, including TimeClock Plus.
• Participates in the District’s annual audit providing lead documents and financial statements as requested.
• Assumes responsibility for his or her continuing professional growth and development by attendance at professional meetings membership in professional organizations, enrollment in advanced courses and by reading professional journals and other publications.
• Seeks assistance should emergencies arise.
• Represents the school district in a positive manner.
• Knows and follows school district policy and chain of command.
• Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES: Payroll Department

EDUCATION AND/OR EXPERIENCE:
• Bachelor’s Degree in accounting, finance, public administration, economics or business required.
• Four years of experience in a payroll related position, or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work required.
• Payroll supervisory experience preferred.

KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of a variety of computer software applications in word processing (Microsoft Office), spreadsheets (Excel), accounting/financial software and presentation software.
• Strong public relations, interpersonal and communication.

COMMUNICATION SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to read, analyze and interpret governmental regulations, financial reports and legal documents. Ability to write routine reports and correspondence. Ability to effectively present information and respond to questions from groups of administrators, managers, employees, clients, customers, and/or the general public.

PROBLEM SOLVING SKILLS: Demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns.

PRODUCTIVITY/EFFICIENCY SKILLS: Consistently demonstrate ability to respond to changing situations in a flexible manner in order to meet current needs, such as reprioritizing work as necessary; organize job functions and work area to be able to effectively complete varied assignments within established time frame.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute hourly, daily, and contractual rates. Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts.

REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral and diagram form. Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with severe abstract and concrete variables.
