Director - Federal Programs
Purpose Statement
The job of Director - Federal Programs is done for the purpose/s of directing Federal Projects and Language Acquisition services including and not limited to Titles I-IV, ELL, Migrant, 21st Century/ABE, and Alternative Program; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as a member of the leadership team.

Essential Functions
  • Collaborates with internal and external personnel (e.g. other administrators of federal and state programs, auditors, county Federal Program Directors, ADE and Federal Programs office staff, etc.) for the purpose of implementing and/or maintaining services and programs.
  • Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, monitoring and evaluating program/grant components.
  • Coordinates program components, support needs and materials, grant processes (e.g. evaluations, budget, finance, reports, compliant procedures, etc.) for the purpose of meeting District and/or grant/program guidelines.
  • Directs department operations; the maintenance of services and the implementation of new programs and/or processes (e.g. testing and placement of ELL students, budgets for program development, private school consultations, etc.) for the purpose of providing services within established timeframes and in compliance with related requirements.
  • Implements policies, procedures and/or processes for the purpose of providing consistent grant application methodology and/or complying with district, state and federally mandated requirements.
  • Maintains a variety of manual and electronic documents, files and/or records for the purpose of providing an up-to-date reference/audit trail and complying with regulatory requirements and established guidelines.
  • Manages administrative functions of local, state and federally funded programs (e.g. grants management, budget and finance management, staffing, etc.) for the purpose of maintaining effective and equitable use of resources within federal, state and district guidelines.
  • Monitors fund balances of assigned programs and related financial activities (e.g. McKinney Vento, Title I, Migrant, ELL, etc.) for the purpose of determining purchasing availability, ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Participates as a member or facilitator in a variety of meetings, advisory committees, workshops and seminars etc. (e.g. professional development activities, community and public agencies, Migrant Parent Advisory committee, private school consultation meetings,ADE staff, Federal staff, etc.) for the purpose of identifying issues, developing recommendations, providing information on policies and procedures, supporting other staff and serving as a district liaison.
  • Performs personnel administrative functions (e.g. interviewing, evaluating, supervising, disciplining, providing staff development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
  • Prepares a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.g. comparability reports, continuous improvement plans, analyses, mandated reports, ELL program reports, yearly project proposals, budgets, amendments, funding requests, recommendations, procedures, grant opportunities, etc.) for the purpose of documenting activities and issues, implementing and maintaining services and/or programs, providing written reference, conveying information, and/or ensuring ongoing funding by complying with district and/or grant/program requirements.
  • Researches alternate funding sources for the purpose of augmenting resources for both current and proposed services, programs and administrative operations.
  • Researches a variety of topics (e.g. relevant policies, new federal and state statutes, staffing requirements, financial resources, etc.) for the purpose of developing new programs/services, ensuring compliance with regulatory requirements, securing general information and/or responding to requests.
  • Responds to issues involving staff, parental concerns, state department complaints, conflicts in policies and regulations, community concerns, and parental requests for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.
  • Serves as a resource to other staff for the purpose of advising, counseling and supporting them in the completion of their work activities.
  • Supervises and coordinates the activities of the Certified and Classified personnel for the purpose of monitoring performance and ensuring the efficient and effective functioning of the unit with achieving overall program objectives.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using a variety of software applications; planning and managing projects; and preparing and maintaining accurate records; analyzing budgets; analyzing data; applying job-related codes, regulations and laws.

Responsibilities include: working independently under broad organizational policies to achieve organizational objectives; managing multiple departments; supervising the use of funds for multiple departments. utilization of resources from other work units is often required to perform the job's functions. Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling,   and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing.  This job is performed in a generally clean and healthy environment.
Experience       Job related experience with increasing levels of responsibility is required. 
Education        Masters degree in job-related area.
