Job Description
Essential Job Functions:
Performance Management and School Improvement
Oversee and manage the analysis and reporting of assessment results, including longitudinal growth data, to provide information useful to schools and to evaluate school performance.

Oversee the provision of technical assistance for schools related to improving student performance on state and local assessments.

Oversee the provision of technical assistance related to implementation of student information systems and data warehouses.

In conjunction with the Vice President of Member Services create and provide training to member schools in areas of quality improvement such as process management, data analysis and management, work simplification, baseline budgeting, balanced scorecards, benchmarking and knowledge management.

Facilitate the implementation of the TCSA’s strategic plan regarding performance management and school improvement; maintain the Association's Scorecard for Performance Excellence.


School Review and Evaluation
Oversee the evaluation of school performance through the quantitative analysis of state and local assessment data.

Quality Standards
Develop and implement quality standards for member schools in conjunction with the Quality Framework Committee.
Identify services needed by member schools in collaboration with Vice President of Member Services.
Engage national initiatives, grant programs, research and consortium relating to charter school quality.
Create and maintain a knowledge warehouse of best practices to support the charter schools of Texas.
Organizational Leadership and Management
Supervise Director of Research and Evaluation and other direct reports.
Participate actively with the organization’s leadership team, including but not limited to providing informed input into the key organization-wide challenges, directions and decisions of TCSA.
Present and represent TCSA’s vision, values, priorities, strategic choices and points of view to internal and external stakeholders.
Serve as a critical communication link between the Executive Director and all direct reports.
Identify annual performance targets and program goals, as well as specific indicators to measure progress toward meeting those goals within the Quality Initiatives area.
Promote integration across program areas through joint planning, coordination and an overall commitment to keeping each other fully informed and including others in the work.
Ensure that the individual goals and objectives of those supervised are created and reviewed regularly as a means to promote organization-wide accountability.
In collaboration with the Advocacy team, disseminate data regarding academic and operational gains and develop public interest and understanding of the Association's mission regarding educational excellence.
In collaboration with the Member Services team, identify and provide necessary products, services, and resources to achieve the academic and operational gains reflected in the Association's mission regarding charter school quality.
Safeguard trust established prior to and throughout the improvement process with member schools to ensure progress is ongoing and confidential.
Ensure that the Quality Initiatives budget is based on sound assumptions and achieved.
Demonstrate responsible fiduciary and fiscal decision making.
Promote the Quality Initiatives within the Association and with other state or national charter school associations.
Participate in community activities and civic programs as an Association representative; participate in professional meetings, conferences, and Association committees as required.

Job Requirements
  • At least 4 years of relevant experience preferred
  • Bachelors degree preferred
