REPORTS TO: Superintendent
SUPERVISES: Accounts Payable Coordinator, Payroll and Benefits Coordinator
JOB GOAL: The Director of Finance will coordinate activities related to budget development, staffing and long range fiscal planning. He/she will exercise oversight responsibilities related to accounts payable and payroll functions of the school district to ensure accurate accounting procedures and practices. The Director of Finance will work with the Superintendent on all areas related to fiscal and capital planning that impact student learning.
RESPONSIBILITIES: Including but not limited to:
1. Develop, promote and ensure accurate and sound fiscal practices in preparing the annual school budget, assisting administrators in working within established allocations, and developing ongoing monitoring practices to ensure the highest fiscal standards and accountability. 2. Collaboratively develop a five year asset protection plan for approval by the State, Town Council and School Committee. 3. Collaboratively develop a five year Capital Improvement Plan for the replacement of equipment and vehicles for approval by the Town Council and School Committee. 4. Devise and formulate an accounting manual/policies relating to fiscal operation and budgetary practices. 5. Oversee the budgeting operations. 6. Serve as Local Education Agency (LEA) for the Newport County Regional Special Education Program. 7. Complete annual food service agreement with the food service vendor, subject to state approval. 8. Analyze financial and educational problems to develop solutions to improve operational functions. 9. Coordinate and oversee accounting office data consisting of accounts payable functions and verifying direct payment through the processing of purchase orders, reviewing of invoices, and preparation of bill schedules with the Accounts Payable Coordinator. 10. Coordinate and oversee employee payroll/benefit payments and reconcile monthly Blue Cross and Healthmate statements. 11. Conduct accurate monthly closing of the general ledger, appropriation reports, bill payment reports, as well as reconcile monthly expenditures with the appropriate town fiscal officer to ensure appropriate transactions. 12. Reconcile quarterly and annual benefit expenditures (Retirement, FICA, Federal and State Withholding) with the appropriate town fiscal officer. 13. Maintain control of the school lunch program including reconciliation of daily deposits, commodity reports, vouchers, and approval of all invoices, and verification of contract service charges as well as completing monthly reconciliation reports to the state to ensure proper state reimbursements. 14. Knowledge of Federal Impact Aid Program. 15. Manage the district's insurance programs. 16. Coordinate and manage the district’s external funding acquired through federal, state, and private grants. 17. Conduct ongoing preparation activities toward the annual completion of all Federal, State and local required reports . 18. Serve as a liaison on the Governmental Health Group of Rhode Island (GHGRI). 19. Conduct ongoing preparation for annual audits and review final drafts of findings with auditing firm. 20. Work collaboratively with the Town’s Finance Department. 21. Research, investigate, and conduct required bid specifications according to policy requirements for district purchasing and appropriate School Committee action. 22. Serve as district representative to the East Bay Educational Collaborative. 23. Perform all other duties and exercise all other powers that may be delegated by the Superintendent of Schools.
TERMS OF EMPLOYMENT:
Twelve (12) month work year at an annual salary and benefits as determined by the School Committee upon the recommendation of the Superintendent.

QUALIFICATIONS:
•BA or BS in accounting, finance or related field. CPA preferred. •3-5 years experience. •Record of exceptional performance in areas requiring attention to detail in the application of accounting principles and practices. •Exemplary interpersonal, communication and organizational skills. •Strong ethical work habits. •Ability to work as a member of a team. •Knowledge of RI Chart of Accounts, Unifund Software and School Department experience preferred.
At least 3 years of relevant experience preferred
Bachelors degree preferred Citizenship, residency or work VISA in United States required |
